Should the side and top weatherstripping be replaced at the same time?

It is worth having them looked at while the technician is there. The vinyl fin on the stop moulding around the jambs and header shrinks, tears and hardens on the same schedule as the bottom seal, and a draft that survives a new bottom seal usually comes from the sides. Doing the perimeter in the same visit saves a return trip and leaves the door sealed on all four edges.

Will replacing the perimeter seal keep mice out?

It closes one of their favourite routes. Can the force just be turned up so the door closes in winter?

The right approach is to free the seal, lubricate the moving parts for cold weather, confirm the balance, and then set force as low as reliably works, proving it with the 2x4 test.

My opener is decades old. Can the chain drive still be repaired?

Often, yes. Gear kits, sprockets, chains and trolleys are still made for many older heads, and tension, phase and limits can be set on almost any unit. The limit is parts: some makers no longer support units made before the mid-1990s, and those also lack the photo-eye protection expected today.
